The Rulebook on the Content, Method of Keeping, and Maintenance of the Unified Records of Data and the Information Platform, published in the Official Gazette of the Republic of Serbia No. 44/2025, entered into force on May 31, 2025. This rulebook regulates in detail the establishment and functioning of three key records that cover the operations of capital companies owned by the Republic of Serbia:
- Unified Data Register for Joint Stock Companies (maintained by the Serbian Business Registers Agency – SBRA),
- Unified Corporate Governance Register for Joint Stock Companies (maintained by the competent Ministry),
- Unified Information Platform, as a tool for reporting and planning.
These new registers and the platform enable public access to data concerning the organization, operations, and corporate governance of state-owned companies, and allow for regular performance monitoring and compliance with legal obligations.
Under the new rules, joint stock companies owned by the Republic of Serbia are required to:
- Enter data on governing bodies, implementing entities, and certified individuals;
- Submit mid-term and annual business plans;
- Report on the implementation of the Corporate Governance Code;
- Regularly update contact details and authorized liaison officers with the Ministry of Economy.
Data entry may be performed automatically via ERP systems or manually, using standardized formats and document templates as prescribed.
This reform represents a significant step toward greater transparency and more efficient public resource management, while also introducing new requirements related to technical readiness and legal compliance of internal documentation.
