National Bank of Serbia Introduces Electronic Bills of Exchange – A New Era in Payment Operations

The National Bank of Serbia (NBS) has announced that, starting from December 1, 2025, the Central Register of Electronic Bills of Exchange (CReM) will become operational, enabling legal entities and entrepreneurs to issue and use bills of exchange in fully electronic form.

This reform represents a significant step toward the digitalization of Serbia’s financial system. CReM, developed by the NBS, will allow all actions related to bills of exchange – from creation and issuance, through transfer and submission for payment, to deletion – to be performed without paper documentation, quickly, securely, and in accordance with regulations.

Access to and signing of electronic bills of exchange will be carried out using a qualified electronic signature (via the ConsentID application of the Office for IT and eGovernment), while extracts from CReM will have the status of public and authentic documents, allowing their use in court and enforcement proceedings.

Banks are required to enable the use of electronic bills of exchange for all legal entities and entrepreneurs – their clients – as of December 1, 2025, and for citizens by the end of November 2026.

With the introduction of electronic bills of exchange:

  • administrative burdens and costs are significantly reduced,
  • full digital processing of bill-of-exchange instruments is enabled,
  • legal certainty and transparency in payment operations are increased.

This system is expected to contribute to faster and more efficient business operations for companies, with lower fees compared to traditional paper bills of exchange.
